Impacts to Armadale Line

Upcoming Disruptions (From April 1)

During the upcoming period of works from 1 April, there will be major service impacts to the Armadale Line during this work, including:

  • No trains running between Gosnells and Armadale stations
  • Only bus services will be operating to these stations
  • Train services will operate from Gosnells Station

Other impacts include out of hours works and traffic management during these works.

Detailed passenger service information will be available on the Transperth website. We encourage those living and working in the area to sign up for project updates to keep up to date with other impacts associated with these works.

The project will continue delivering works throughout Kelmscott until late 2021 including civic improvements to revitalise the Kelmscott town centre with a focus on refurbishing the Station Masters House, creating a public plaza near Kelmscott Station, public art and landscaping throughout the project area.

 

 

Night Works

Night works will take place from 7pm – 6am. Every effort will be made to minimise construction impacts. All works will follow approved noise and traffic management plans.

Permanent closure of Denny Avenue Level Crossing (From April 1, 2021)

From approximately 8pm, 1 April 2021, the Denny Avenue level crossing will permanently close to vehicles, cyclists and pedestrians. When the new Davis Road underpass opens it will allow the Denny Avenue level crossing to be permanently removed.

The disruption is scheduled during the Easter long weekend and April school holidays to reduce impacts on commuters, drivers and students.

Night works will take place every night of the disruption period. While the exact location will vary, most night works will be in the rail corridor, and around Albany Highway, Davis Road, Railway Avenue, Streich Avenue and Third Avenue.


Rail corridor south of Kelmscott Station (21 Feb until late March)

Night works are required when passenger trains are not operating. Works will include upgrading cabling, rail signalling and communication at pedestrian crossings and intervals along the rail corridor between Challis Station and Lake Road, Camillo.


Streich Avenue (intermittent until April 2021).

Night works are required to undertake site investigations in the rail corridor near the Kenwick Rail Tunnel in Beckenham. Works will include:

  • Excavating the northern and southern bridge retaining wall footings along the western side of Streich Avenue.
  • Bulk excavation and pile cap construction for the new rail bridge abutments on the western side of Streich Avenue opposite Davis Road.
  • Installing water main and storm water drains.
  • Constructing road surfaces and barriers.
  • Replacing two gas pipelines

Heavy vehicles and equipment will be used early in the shifts to minimise disruption as much as possible. 


Davis Road (intermittent until April 2021).

Works will include:

  • Installing a high-pressure gas pipeline and water main.
  • Constructing a storm water, deep drainage, and sewer pressure main.
  • Constructing road surfaces and barriers.
  • Removing power poles and power lines and installing underground power.

Railway Avenue (intermittent until April 2021).

Works will include:

  • Preparing for the new underpass
  • Road and drainage construction work on the eastern side.

Western Power Infrastructure relocations

In several areas, Western Power will underground their existing distribution network which will result in the removal or relocation of a number of existing power poles and overhead lines. 

Western Power are permitted to work between 6:00am and 7:00pm from Monday to Saturday and during this time you may experience construction noise, dust, temporary traffic obstructions or power outages.

There may also be impacts to local roads to ensure work can be carried out safely. On-site traffic management, as approved by the City of Armadale, will assist with minimising impacts.

Upcoming Works

Standard working hours are from 6am – 7pm, Monday to Saturday and Sunday when required. Night works will also intermittently be in operation 7pm – 6am.

All work will follow approved Noise and Vibration Management Plans.

Access Changes for Railway Avenue and Bray Street (February – April 2021)

From February 17 both lanes of Railway Avenue between Third Avenue and Cammillo Road will close.  Railway Avenue will be widened to four lanes and road barriers relocated.

Residents at 65 - 89 Railway Avenue and on Bray Street will access their properties using a temporary northbound access road. 

Cyclists and pedestrians are not permitted to use the access road. Detours will be in place via Merrifield Avenue and Camillo Road.

Lane and road closures of Streich Avenue and Davis Road (January – April 2021)

In early January the northbound lane on Streich Avenue between Ottaway Street and Denny Avenue will close. A detour for northbound traffic via Ottaway Street will be in place (refer to map below).  

From 18 January, the Streich Avenue-Davis Road intersection and Davis Road will fully close. Access to 8 - 12 Davis Road will be through the Sizzler driveway off Albany Highway (left in, left out only).

This is to allow for the following works:

  • Constructing the rail bridge and retaining walls along the rail corridor.
  • Services installation.
  • Constructing road surfaces and barriers.
  • Installing a high-pressure gas pipeline, water main and storm water drain

Works will take place between 6am - 7pm, Monday to Saturday. Out of hours works including Sunday and night works will be required intermittently. Night works will follow an approved Noise Management Plan.

The community may notice large trucks and machinery on local roads and in the rail corridor creating noise and vibration.

Detours and traffic management will be in place. Access to residential properties and businesses will be maintained at all times and pedestrians can use Streich Avenue and Davis Road to access Kelmscott Plaza.


Impacts to Church Street (January – March 2021)

From 31 January the Church Street/Albany Highway intersection will close with no exit from Church Street onto Albany Highway. This is to facilitate works on Albany Highway to replace and relocate the water main.  

Detours will be in place via Rundle Street, River Road and Page Road in both directions (refer to map below).

Albany Highway will remain open for one lane traffic in each direction.

Works will take place between 6am - 7pm, Monday to Saturday. Out of hours works including Sunday and night works will be required intermittently. Night works will follow an approved Noise Management Plan.

The community may notice large trucks and machinery on local roads and in the rail corridor creating noise and vibration.

Detours and traffic management will be in place.


Works on Third Avenue (8 February – mid April 2021)

Third Avenue will be reduced to one lane of traffic (east bound traffic only) and there will be some full closures (between Railway Avenue and Camillo Road) to allow for the following works to take place:

  • Storm water drainage installation by open excavation.
  • Installing road drainage, sewage pressure main and service utilities.
  • Road construction to realign Third Avenue.

There will be access for local residents and parishioners of Kelmscott Baptist Church only. Detours on Railway Avenue, Third Avenue, Merrifield Avenue and Camillo Road will be in place (refer to map below).

Works will take place between 6am - 7pm, Monday to Saturday. Out of hours works including Sunday and night works may be required intermittently. Night works will follow an approved Noise Management Plan.

The community may notice large trucks and machinery on local roads creating noise and vibration. All work will follow approved noise and vibration management plans and every effort will be made to reduce impacts where possible.


Impacts to Gilwell Avenue (November 2020 – February 2021)

There will be staged impacts to Gilwell Avenue as works continue on Albany Highway to replace and relocate the water main. Traffic management will continue relocate as the works progress.

Works will include:

  • February 2021 – Following Fancote Street reopening, total closure of Gilwell Avenue/Albany Highway intersection.

Albany Highway will continue to be reduced to one lane of traffic in each direction.

The community may notice large trucks and machinery on local roads and in the rail corridor creating noise and vibration. Detours and traffic management will be in place. 

Night works will be required for the weekend closure, and will follow an approved Noise Management Plan, complying with the Australian standards and the Environmental Protection (Noise) Regulations.


Construction on Railway Avenue and Third Avenue (November 2020 to April 2021)

Works will begin on road realignments, service relocations and installation of a new signalised intersection.

  • Widening Railway Avenue to four lanes from south of Third Avenue to south of Bray Street.
  • Realigning Third Avenue to connect to Davis Road.
  • Installing a new signalised intersection at the realigned Third Avenue and Railway Avenue.
  • Road construction works include major excavating, and utility service relocations. 
  • Detours in place on Merrifield Avenue and Camillo Road.

In December, Railway Avenue southbound lanes (east side) will be closed between Third Avenue and Cammillo Road. Sections of Third Avenue will also be closed, and access to Slee Avenue from Third Avenue will be permanently removed (Slee Avenue will become a cul-de-sac).

Access to properties will be maintained at all times. However, some detours will be in place where lanes are closed as per the Traffic Management Plan (see detour map below).

Some noise and vibration from large machinery may be experienced but all work will follow approved noise and vibration management plans.



Closure of Davis Road (November – April 2021)

From November 9, access to Davis Road from Albany Highway will be temporarily removed. Access to Davis Road will be via Streich Avenue and Kelmscott Plaza carpark.

In late November, Davis Road will be entirely closed until April 2021, with temporary closures of Streich Avenue near to Davis Road also. Local access will remain.

This is to allow for the following works:

  • Completing the storm water installation including micro tunnelling works under Albany Highway.
  • Widening Davis Road to four lanes and adding new turning pockets near the underpass.
  •  Installing two new sets of traffic lights at Davis Road/Albany Highway and Davis Road/Streich Avenue
  • Excavating, asphalting and realigning roads with temporary closures of roads and intersections where required. 

The community may notice large trucks and machinery on local roads and in the rail corridor creating noise and vibration.

Detours and traffic management will be in place. 


Water main installation on Albany Highway eastern side (September 2020 – March 2021)

Traffic management will be set up to relocate and replace a water main on Albany Highway.

As part of these works there will be upgrades to Albany Highway, Fancote Street and Gilwell Avenue that include utility services relocations, footpaths and pavements.

Albany Highway will be reduced to one lane of traffic in each direction with traffic management in place.

Large machinery on Albany Highway and Fancote Street will be used to excavate the existing road surface to complete water main relocation works. Road reconstruction will follow.

Detours will encourage drivers to use local roads, and access to local businesses will always be maintained (through detours when required) via side roads and laneways.

Construction Impacts

Significant impacts to local roads continue as part of the Denny Avenue Level Crossing Removal Project to build a new east-west connection across the Armadale Line in Kelmscott, that does not require waiting at boom gates.

The project is building a new underpass connecting a realigned Third Avenue to Davis Road. The underpass will be built by gradually raising the rail and lowering the surrounding road network.

From approximately 8pm, 1 April 2021, the Denny Avenue level crossing will permanently close to vehicles, cyclists and pedestrians. When the new Davis Road underpass opens it will allow the Denny Avenue level crossing to be permanently removed.

The disruption is scheduled during the Easter long weekend and April school holidays to reduce impacts on commuters, drivers and students.

The closure is required to remove the level crossing, complete the new underpass at Davis Road and finalise all required works to the rail infrastructure.  Removing cars and trains from the immediate area ensure the safest environment for works to take place as quickly as possible. The new underpass at Davis Road will reduce congestion, increase safety for drivers and cyclists, and improve pedestrian connectivity in Kelmscott town centre.  

Alternative crossings will need to be used while the works are taking place.

Drivers can cross the rail at:

  • Railway Avenue and Streich Avenue opposite William Turner Reserve (2.4km south).
  • Tonkin Highway from Albany Highway (3.3km north).
  • Tonkin Highway from Corfield Street (3.6km north).

Pedestrians and cyclists can cross the rail at:

  • Kelmscott Station (250m north).
  • Opposite the intersection of Ottaway Street/Streich Avenue and Cammillo Road/Railway Avenue (750m south).

Significant traffic management will be in place on local roads near the level crossing. Allow extra travel time.

Works taking place include:

  • Denny Avenue level crossing will be removed and decommissioned;
  • Nearly 850m of new rail track will be laid;
  • The new Principal Shared Path bridge will be built on the overpass;
  • The remaining piles directly under the existing rail bridge will be constructed;
  • New traffic lights installed, and;
  • Roads will be finished so they are ready for use.

Rail Corridor

Bridge Preparation Works (October - November)

From mid-October, fencing and bridge preparation will take place on Davis Road and Streich Avenue. Works in the rail corridor will include bridge foundations, retaining walls and new rail equipment.

Works will take place during the day and at night. Equipment and large machinery may be noticeable in the rail corridor.

Trains will be impacted by 8 hour rail shutdowns at night from 8.30pm to 4.30am. Bus replacement services will be operating during this time. To plan your journey visit the Transperth website transperth.wa.gov.au.

ATCO Gas Infrastructure relocation

30 Streich Avenue Temporary Driveway Closure (18 - 19 February)

From 6am Thursday 18 February – 6am Friday 19 February access for all vehicles to enter/exit 30 Streich Avenue via existing driveways will be removed. This is to allow urgent works by ATCO Gas to replace a gas pipeline along Streich Avenue.

Residents needing to use their vehicle during the closure are required to move their vehicle from the 30 Streich Avenue car park to the alternate parking area on Wednesday 17 February, and at the latest before 5am Thursday 18 February.

Alternative parking will be made available in the Sizzler car park that will be fenced off and have a security guard in place for the duration of the works. Access to the car park is off Albany Highway.

Pedestrian access to 30 Streich Avenue will be via a designated path from the Sizzler car park. 

There will be on site traffic controllers, security, traffic cones and signage will clearly display where to park in the Sizzler car park.

Night works are required and will follow a Noise Management Plaan (approved by City of Armadale), complying with the Australian standards and the Environmental Protection (Noise) Regulations. 

Relocating gas pipeline (21 February - 5 March 2021)

ATCO Gas will be undertaking works in the project area to relocate ATCO Gas’ pipeline infrastructure.

Works will take place near the kidney bean roundabout on Gilwell Avenue and Page Road between 6:00am and 7:00pm. Traffic controllers and management will be in place to ensure the safety of road users, pedestrians and workers. While there will be some noise and vibration, every effort will be made to minimise impacts.
